As Managing Partner of Renaissance Capital Group, LLC; Dr. Willis has consulted or developed over $450 million in new real estate development/construction projects. RCG specializes in HUD Loan Programs, Mixed-Use Retail Developments, Sports Facilities, Hotels, Condominiums, Apartments, Retail, Fast Food, Senior Housing, Assisted Living, Skilled Nursing and Adult Day Care Facilities. Key Developments: 

 

As founder of Cedar Crest Development Company, LLC, (CCDC) 2014, Dr. Willis is currently working with the Dallas Executive Airport and the City of Dallas on a public-private partnership. Red Bird Park is a proposed 4 phased $336 million dollars live, work, walk, play and buy destination place Dallas Executive Airport, to be located on 101 acres, just 10 minutes from downtown Dallas.

 

Cedar Crest Development Company, LLC, signed a MOU with the City of Kaufman, Texas in November 2019 to develop South Pointe Park a 52 acres public-private partnership. The proposed $155 million dollars development will have a 265,000 square feet indoor sports facility, 101 rooms hotel, 85 units mixed-use apartment and 81 Brown Stones Condominiums.        

 

In 2003 a partnership lead by Dr. David L. Willis and Mr. Levi H. Davis (former chairman of Board of Directors of Methodist Hospital and former Dallas Assistant Manager) worked to revitalize the North Oak Cliff area of Dallas through the renovation of older, architecturally significant buildings as well as new development. Dr. Willis was instrumental in the acquisition, design and development of Lake Cliff Tower $15 Million dollars revitalization. Along with Mr. Davis, they received $4.1 million dollars from the City of Dallas Oak Cliff TIF. The 103,000 square foot, 12-story historic building was converted into 54 condominium homes with an average size of approximately 1000 square feet. Lake Cliff Towers opened in December 2006 and currently 100% sold out.

 

The Village at Lake West- Dallas, Texas – Dr. Willis was the developer’s development consultant and limited partner with Generations Senior Living (Stonegate Senior Care). The project was spearheaded by the Dallas Housing Authority and StoneGate Senior Living, a Lewisville, Texas-based, senior living and care management company. The first two phases consisted of the Village at Lake West and Lakewest Rehabilitation and Skilled Care. The Village at Lake West is an independent living community consisting of four towers and 360 units for senior citizens age 55 and older. The Village was constructed to meet the area's demand for high-quality, affordable senior living, and it reached 100 percent occupancy within its first year of operation.

Lakewest Rehabilitation and Skilled Care located adjacent to The Village at Lake West. It offers post-acute health care services, including occupational, physical, and speech therapy, and extensive clinical care. The center has the capacity to care for up to 118 patients and is comprised of 20 private suites and 49 shared suites.

Dr. Willis has over 17 years of experience with HUD loan programs in the capacity as a developer and consultant to developers in Texas, Oklahoma and Kansas. He has worked extensively in the HUD 221-d-4 loan program for Multifamily and the HUD 232 Loan Program for Assisted Living. 

 

In 2008, he was the key consultant in the largest HUD 221-d-4 single Transfer of Physical Assets in the history of Oklahoma, a total of $138 Million dollars. Dr. Willis consulted with the Oklahoma City Regional HUD and National HUD Office in Washington, D.C., the total transactions was completed in 45 business days to the new owners.

  • Reflections at Oakwood, Midwest Oklahoma City, new construction HUD 232 Loan Program for Assisted Living Facility, Cost $7,324,800. Year 2010

  • Stone Creek Apartments, Ardmore, Oklahoma, HUD /FHA 221-d-4 transfer of physical assets cost $13.7 Million. Year 2007

  • Cherokee Village Apartments – Grove Oklahoma, New Construction of 120 Multifamily Town Homes Units. HUD 221-d-4, Total Cost $15 Million. Year 2009

  • Legend Park Apartments, Lawton, Oklahoma. New Construction Market Rate 252 Units, HUD 221-d-4, and total construction cost $24 million. Year 2009

  • SIA Portfolio, Oklahoma City, was purchase by Cornerstone Development in 2009; the total portfolio consisted of 1,013 apartment units. Mr. Willis was lead developer’s consultant in the purchase of these properties using the HUD 223f loan program, total purchase price $46.2 Million. Closed within 5 months of submittal to HUD. Year 2009

  • Phase II, Legend Park Apartments, Lawton, Oklahoma. New Construction Market Rate 96 Units, HUD 221-d-4, total construction cost $9 million. Year 2010

  • Brandon Place, Oklahoma City, New Construction 200 Units Market Rate, total construction cost $23 Million. Year 2011

  • Legend Edmond, Edmond Oklahoma, New Construction 200 Units Market Rate, total construction cost $24 Million. Year 2010

 

Home Health Care Management Solutions, LLC 1992 - 2000

 

As founder and CEO of Home Health Care Management Solutions, LLC, a consulting, development and management company, he started from ground up over 200 Home Health Care Agencies.  His team of health care professionals consultants, managed the day to day operations of 40 home health care agencies with over 536 employees. 

 

Dr. Willis served on two South Dallas steering committees for neighborhood transformation in districts 7 and 8. He served on WINS Steering Committee and Sub Committee for Economic Development Fair Park/South Dallas Revitalization.

 

Dr. Willis grew up in West Texas, where he attended West Texas State University on a full Football and Track Scholarship (currently West Texas A&M University). He was hired as the youngest Head Men/Women Track Coach in Division 1 at age of 26 in 1981. He was a teacher in the Physical Education Department; he received a Bachelor of Science Degree from West Texas A&M University and Member of Alpha Phi Alpha Fraternity, where he served as Founder/President of the Chapter as an undergraduate at West Texas State University for two years.

 

In 2013 he joined the Bill Glass, “Behind the Walls” prison ministry as a Platform Speaker to thousands of prisoners throughout Texas and United States. 

 

In 2013 was elected to the West Texas A&M University National Alumni Board of Directors, in 2016 was elected as the first African American President to over 80 Thousand Alumni worldwide. In December 2017, was selected by the President of West Texas A&M University to join the “President Executive Committee, which will play a major role in the University future growth. 

 

Currently, Dr. Willis serves on two local boards Wilkinson Center Dallas (Providing Pathways out of Poverty) and Ability Connection (Enriching the lives of people with disability, one person at a time).  

 

In 2018 Dr. Willis was inducted into West Texas A&M University “Wall of Fame” for Football and Track. He was named to Who’s Who in Black Dallas in 2012, 2014, 2016, 2017 and 2018. In August 2014, he received his Doctorate Degree in Divinity from Trinity International Seminary, Dallas, Texas.

 

In June 2008, he completed Basic and Advanced Underwriting from the U.S. Department of Housing and Urban Development for Multifamily Accelerated Processing of HUD Loans. 

 

In July 2016, Dr. Willis completed Tarrant County Housing Assistance Office Agency Training in Landlord Briefing. This certificate certified him as a Landlord eligible to receive section 8 project-based vouchers in Tarrant County.
